When Richard Dawkins originally defined the concept of a meme back in the 70s, he stated that one of its primary uses was as a unit of cultural transmission, so arguably, a meme without an audience is just some kind of random piece of ephemera instead. Not everybody may agree with that, but it is still the case that a meme's efficacy is often gauged by how many people it manages to reach and how many different iterations it manages to go through.
